July 1, 2013.

The Tax Incentives Question If you have
picked up a paper or flipped on the television in the last few days, you are
well aware of the fact that Gov. Culver suspended a program offering millions
of dollars in tax credits to filmmakers while the agency is under
investigation.
I sit on the board of the Iowa Motion Picture
Association and would like to share the following thoughts with you:
The IMPA agrees that conducting a full audit of the Film Program and
implementing new accounting procedures is an appropriate course of action;
however, suspension of the program during the audit is not the answer. This is
just the second full year of the production incentives and the program is just
getting off the ground. There are many productions in the pipeline and by
suspending the production incentives; the state jeopardizes putting more Iowans
out of work while we are facing the highest state unemployment since 1986. It
simply does not make sense.
We need to maintain stability and
continuity in the Film Tax Incentives program; as well as to continue our
support for workforce training and business/infrastructure development.
As a member of the IMPA - as well as someone whose creative work will
be impacted - I urge you contact to your legislators, the Governors
office and Amy Johnson at the IDED to share your concerns on suspending the tax
incentive program.

Becky Gruening, of the Des Moines Film Commission, said the movie
industry contributed $8.2 million to the state's economy last year, but this
year, just since July, that total has jumped to $20 million spent in the Des
Moines metro area alone.
Gruening said that last year filmmakers leased
5,000 hotel rooms, while this year since July they've booked 21,000 hotel
rooms. "They're spending money on groceries, lumber, car dealerships," said
Gruening. The industry is also creating jobs for Iowans with about 25 percent
of the labor for the films being filled by local workers."
And to quote
Iowa screenwriter Shirley Long, "All these vendors circulate money into the
Iowa economy -- money that wouldn't be there without the tax incentives. This
does not constitute "wasting millions of dollars of taxpayers' money."
